    You can't go wrong with either Leo's Special #1 (N29 on the menu) and Leo's Special #2 (N30). The grilled pork and shrimp are fantastic... and fit well into my new gluten-free lifestyle! The rice is cooked well and the accompaniments (carrots, cucumbers) are fresh and delicious. While I have to pass on egg rolls now, I have enjoyed theirs immensely in the past!

    Pho Leo is one of those places where you can't help but leave with a satisfied full belly and a big smile on your face!

    Service has always super friendly and the female server asks a lot of questions to confirm you get exactly what you want when you order.

    Walking up to the building, I felt a bit weary...it is a "hole in the wall." This place is not "posh" or aesthetically appealing. However, once seated, you are met with very kind servers who provide excellent service. The food is AMAZING. The fresh rolls had fresh mint and basil and the peanut sauce was a perfect combination of sweet and zing. We had the chicken pho with thinly sliced chicken and noodles of impeccable texture. I lived in San Francisco for 17 years and dined in the best Vietnamese restaurants there. This place is definitely in the running. How refreshing to have kind, attentive service in a restaurant. You must try this place.

    This was our first time eating at Pho Leo. The Pho was delicious very flavorful. It was 8pm when we arrived and the dinning room was calm we had a very enjoyable dinner. The prices where good and they have friendly staff.

    Best Pho in Arizona!!
    Large portions and service is fast. We go here almost every week, even when it's a hundred degrees out side! Oxtail is really good as well as the combo PHO.

    My wife and I eat Vietnamese food several times a week. Pho Leo is by far the best! Out of the way and unassuming. However the menu is solid. Great selection of authentic dishes. Service is not perfect but it's down to earth and personal and like a family.

    I came here with my family to try this place out as we were looking for another Pho place in the valley. I ordered a regular Pho with beef meatballs (Pho B Vin). They offer Regular or Large for portion size. This pho hit the spot and it was nice to actually taste the beef in the meatballs.

    The ambience of the place is interesting depending on where you sit. We sat closer to the bar area which was dimly lit whereas if you sat to the left of the bar, there was more decent lighting.

    Best Pho and Bun in east Mesa. Also, an amazing twist on French Stew..... spicy! The service is fast and extremely friendly. It is family run and they take so much pride in preparing the food to ensure that it's beautiful, fresh and delicious. The weekly chef's specials are posted on the tables and are a must try, so far we haven't had one that wasn't unique and amazing! We dine here for lunch at least once a week, my husband has tried almost everything on the menu and hasn't found one dish that isn't excellent. He has lived in Southeast Asia several times and has a refined palate for the cuisine.

    My boyfriend and I were at the storage unit across the street and after we were done with all of the heavy duty we had worked up an appetite. I'm a pho lover and driving to my storage unit pho Leo definitely caught my eye. Kind of a hole in the wall place but looked promising. We walked in at a weird time, it was about 11:30 in the afternoon so it was dead, in fact we were one of the only people in the whole restaurant but we didn't mind. And they let us sit at the table we desired. My boyfriend orders a Thai tea and loved it! We started with some tofu spring rolls, at first we both were so sure but trust these tofu spring rolls are delicious!!! The tofu is perfectly pressed! now to for the main course, I am a vegan and I was super delighted and happy to see a whole page of the menu dedicated to vegetarian options. I decided to get vegetable and tofu pho with vegetable broth. I ordered the regular size and it was more than enough. In fact our lovely server brought out both bowls when we weren't sure what size to choose (regular or large). My pho was...... DELICIOUS!!! The veggies were so crisp and fresh and the noodles are broth were both Devine. I finished barely half of the bowl and was competent stuffed! So you definitely have opportunity for next days lunch. My boyfriend got the lean steak and brisket pho, and he loved is as well, he said the meat was tender but still had a bite. He ordered the large bowl and.... it was massive but he ate most of it. Overall I would 1000% come back to this establishment, the food, service, and atmosphere was great.

    This place is perfect for a hot summer day, or a cold winter night. The food is super fresh, absolutely succulent. Grilled shrimp? Yasss! Spring rolls are really good. Best service in East Valley I'm sure. Keep this place open - come eat here! It's healthy, it's food that's on your diet, and there is something for everyone. And they are so nice!!!! You should see the gorgeous mint I'm saving for my iced tea and lemonade as it's gonna be 113 tomorrow!

    First time here. My sis and I had the firecracker shrimp and steak Pho. Everything came out delicious and tasted home made. I'd highly recommend the Thai iced tea as well. 10/10

    I think I have been here a handful of times maybe MORE
    i really like there spring rolls they are so good only sad part is there a bit smaller than most but they are so good I love the way they make them I love to taste the cilantro and mint just soooo goood !!! There peanut sauce is thicker than most places and I love that !!

    The pho I get the brisket I ve had it to go and to done in and i can say both times was good but I'd rather dine in it just taste better that way the broth is really good and it just tastes good!

    I do recommend this place this was redemption for me because before I didn't like pho and now I LOVE IT !!

    All because of this place here made it all the better !!

    Absolutely one of the best Vietnamese restaurants in the Valley! I've had lunch there several times with friends and everyone has always raved about their meal. Service has always been friendly and attentive. BTW, I travel from the Arcadia area just to eat at Pho Leo!

    Now i live in Alaska. But have been spending a lot of time in the Mesa chandler area. And while i know anchorage is one of the most diverse cities in the country. For some reason i thought the "big city" would have better food. I've probably tried 20 Thai/Chinese/Vietnamese. restaurants. And this is the first one i will order from again! The best pho since I've left home. The broth was amazing. My three year old are her pad Thai and both of the spring rolls. I have to admit i am spoiled. I have friends that are chefs. But tonight was the first restaurant food that made my taste buds smile

    Yummmm! First time here and we certainly will be coming back as we are locals. Pad Thai and spring rolls were so good and large portions with fresh ingredients. Put a little sweet chili sauce on the pad thai and was so satisfied

    The chicken fried rice was fresh and had lots of colorful vegetables. There was a slight hint of seafood flavor which should not be present in non-seafood dishes. The mango smoothie was the best smoothie I have ever had. There was a strong fresh mango presence. My Vietnamese wife said her duck soup was the most authentic she has had since leaving Vietnam 30 years ago.

    First time coming here and it was amazing!! My husband had the beef pho and it was flavorful and delicious. We split the combination appetizer because we just couldn't decide which one we wanted. The spring rolls were excellent! I had the chef special which was a duck with egg noddle soup. Wow!!! One of the best soups I've had in a very long time. Definitely a pleasant surprise trying this place!

    There is nothing about this place that isn't amazing! The waiters and waitresses are incredibly nice and considerate, and on top of that, the pho is remarkable! It's by far the best I've ever had. The service is also very fast and convenient. Make sure to give this place a try!

    An apology in advance the photo I took was quick and I feel I could've have taken a better one. I stopped here for lunch and the ambiance is pretty good wasn't too busy so it was pretty chill you have to ring a bell to get the hostess' attention but over all friendly is what you'll find on these waitresses, I have a ranking system for pho that I've tried in the past , but I'm not sure where to place this one at. I had an order of the shrimp and pork spring rolls and I have to say it was pretty bomb! Then i had a order of the combination pho regular size because they offer regular and big bowls. It was pretty good overall the broth was the best I have a habit of never drinking all of the broth, ever since I was a kid, only on rare occasions do I drink all the broth served to me and this was one of those days. I will say the beef served in the pho was a little bland, but everything else was good.

    Best pho in the east valley! Very authentic Vietnamese pho and super nice people there. Got the steak and brisket pho bowl and was blown away at how good the broth was! Not only did I walk out stuffed, I also had plenty of leftovers! Very affordable too! All around great food and experience and will be going back!

    Chicken pho is pretty good, one of the best in east valley. No dryness or after taste after finishing the soup. The noodle volume for regular size was just OK not a big portion. Chicken slices were pretty thin. But his is a will go place for pho ga.

    Please leave a note that you are closed on voice message. When I called and no one picked up, I just assumed it was busy and no one was picking up. So I drove really far to order togo. When I arrived, I was discombobulated that you were closed due to construction. I don't really know why. There is always construction going on around your restaurant. I was hugely disappointed.

    This was one of the best Vietnamese food I've ever had!! They are big portions and very reasonably priced. I definitely would recommend to anyone looking for Vietnamese food. The outside looks sketchy but don't let that determine the worth of your pallet!! It's amazing

    What a culinary oasis for Mesa, Az! We had an hour to kill in the area and picked Pho Leo on a whim. The food exceeded my expectations - we got the curry tofu and it was excellent! The staff was accommodating. I highly recomment

    I haven't ordered food for me personally but I always order Pho for my hub and he really enjoys it every-time... esp if he's under the weather he always requests Pho Leo. And the owner is nice too. Hope they get more foot and local traffic as construction is wrapping up.

    Had a great meal of pho and spring rolls with my favorite style of Vietnamese ice coffee, no sugar, no cream, I just asked in Vietnamese and he completely understood what I wanted. The food was great, very large restaurant with a kind of sorts bar where I would mind having a few cold beers and hanging out. The family that runs the restaurant is very kind and attentive.

    Good pho starts with the broth and Pho Leo has that down. Normally I add a bunch of sauces but this was great on it's own. Healthy portions of meat and the tripe was super tender, fresh. Highly recommend!

    Pho Leo is a hidden gem in the Mesa area. The interior is well decorated and the food is delicious. The owner was a fantastic host and always checked up on us with a smile. It's both affordable and well worth a visit if you're in the area!

    Pho Leo has the best Pho in the valley. I've tried many many different places, and none of them come close. They don't use MSG. Everything they have is made fresh in house. Their bone broth is SO GOOD!

    Wonderful and prompt service, excellent food as well. This place is in walking distance of my partner and I, so we'll definitely be returning. A lovely surprise was the 50$ total which I thought would be an 80$ check. We totally spoiled ourselves and it was well worth it overall. The server was courteous and very thorough. More importantly he obviously loves his job. As a server myself, it was refreshing to see a fellow server enjoy their work experience as much as he did.

    This place is by far the best Pho spot I have had in AZ. I believe is a family owned shop and everyone is so sweet and welcoming! The server was extremely friendly and nice, we were seated right away and he was very patient with taking our order. We ordered pho, spring rolls, and egg rolls.

    I had the #19 pho with tripe. When it came out, you can tell that they really take their time with the broth. It was sooo good! There was more than enough meat and the perfect amount of noodles. The spring rolls with pork and shrimp was also very good (: They use the big tiger shrimp! The chicken egg rolls came out fresh. Usually at other places, you can taste that it was in the freezer for too long but NOT HERE! It was delicious!!!!

    They also have daily specials so come check this place out! The price isn't bad either for the portion they give you! I will definitely be back!

    This is my second time here. My first time was so amazing that I had to bring my whole family back. My 15yr old is in heaven and so is my wife. We got steak pho, chicken curry, and seafood fried rice and sooooo delicious! If you're in the neighbor hood this is the spot.

    I was surprised to walk into Pho Leo. Based on stellar yelp reviews, I was expecting this place to be packed. However, it was eerily quiet on a Saturday for dinner. The heavy light rail construction in the area might have something to do with it.

    The food wasn't amazing, but it was still good. The pho had lots of meat in them and the beef stew had good flavor. The appetizer came out fresh and hot. The eggroll had nice crispy skin and the spring roll had just made soft wrappings. The portion sizes were huge. Everyone had leftovers. If I'm in the area again, I'd love to try more dishes.

    We agree with all the other recent 5 star reviews of Pho Leo. Would like to add - they have an extensive vegetarian selection, plenty of easy parking and are closed Tuesdays. And since it's located on the North side of Main Street would recommend using Gilbert rd then head West. (can't cross the trax)

    I went here for my friend's birthday and it was amazing! It was my first time and they were incredibly friendly and the food was great. I'm a regular pho person and this place really blew me out of the water. I will definitely be coming back here the next time I have hankering for pho! I ordered the pho Thai and I would highly recommend it. I usually order something different each time I visit a restaurant, but I would probably eat this again.

    This place is actually really good their Pho selection is basic but you just have to ask what you want in it. I really enjoyed their Tamarind Wings very tasty. I tried the Chicken lettuce wraps and you basically have to make it yourself but it is great because you put the amount what you want if your low carb. The atmosphere is relaxing and very spacious they could fit in at least 10 more tables but since it's hidden on Main St, you get that Mom and Pop feeling. The service is great they give you some pointers if it's your first time but I'm experienced at places like this so I know what I get before I show up. I could say it is worth the trip if your in the area. They close around 9:30 maybe 10 if you're hungry and need a quick eat.

    As a Vietnamese person living in the desert, I can attest to the fact that good pho is hard to come by.

    I can also attest to the fact that Pho Leo meets and beats the standard of great Vietnamese food in the valley!

    I came here for the first time for my best friend's birthday dinner. Not only was the staff so pleasant, friendly, and accommodating (putting together a large table for us on short notice and allowing us to bring in our own cake), but the restaurant itself was clean, well-decorated, and atmospheric.

    And the food was outstanding! The pho was the rich, deep color that only true pho can obtain after hours of slow-cooking. The meat was tender and flavorful and the noodles had exactly the right texture--and the spring rolls were actually authentic, bonafide Vietnamese goi cuon!

    I will be coming back over and over to Pho Leo. If you'd like to try real and great Vietnamese food in the Valley, this is the place to go! Thanks for being awesome Pho Leo!

    CONSISTENCY! Our office orders from here religiously and let me tell you they do not disappoint. The food is always amazing! EVER. SINGLE. TIME!     We did take-out and tried their Pho with beef, fresh rolls, and Phad Thai. Everything was great, the Pho has a ton of meat, the fresh rolls had shrimp, pork with peanut sauce. The phad Thai still is t the same in the northwest but is certainly the closest. It has the char on the noodles which makes it takes more authentic. The inside of the restaurant is nothing exciting but most legit Pho places aren't. Definitely will be going back!

    This place has the best pho in PHX for three reasons:
    1. Quality/quantity of the meat given. They do not mess around with the Oxtail

    2. The broth can not be beat. It is a nice deep color and beautiful flavor.

    3. Their price to portion ratio is very reasonable unlike "fancy" "Americanized" places.

    Their service isn't the best at not fault of the people. They are just short staffed right now, which I assume is due to the construction limiting business. Other than that the people are genuinely nice.

    Omg the dumplings! I'm craving them again already. I don't think I've had better anywhere else. As our waiter said, "we don't do frozen here". Everything is made fresh in the restaurant and you can taste it. The pork egg rolls and brisket pho were super flavorful, fresh and smelled amazing as soon as it hit the table. The brisket was tender and good quality. Very good, welcoming service here. We were checked on regularly and it was a great atmosphere, great conversation.     Such friendly people! We got our pho near their closing time, and they were very accommodating. And the pho was some of the best my wife and I have had. It is a little difficult to get to because of the light rail construction, but it's definitely worth the trip!

    Pho Leo, you're my new found leeoooovvveee!!! Oh why did u wait so long to come into my life??!! :) seriously, I can't rave enough about how impressed I am with the savory rice dish and dessert that i tried at this restaurant!!

    I'm Viet and grew up eating Vietnamese food my entire life, so believe me when I say that this restaurant makes a helluva rice dish!!! Tried their Leo's special #1 (see wonderful mouthwatering pic below) and I almost fell out of my chair, amazed and electrified by the profoundly succulent flavor that only anchovies from nuoc mam (fish sauce) can deliver on a bed of perfectly cooked rice, grilled pork, shrimp, and egg rolls!!! No question as to how or why this dish got its name--Leo's special #1!!!

    The fried banana ice cream dessert (eventhough slightly melted) was the fairy tale ending to this truly satisfying Vietnamese meal ever!! Will definitely be back for more epic experiences!!!

    The rice plates I ordered were very good. But I have to agree with another reviewer's comment that the food is tailored towards the Western palate: specifically, Arizonian (i.e. an overload on sugar). Particularly, I didn't like that the sauce for the rice plates were too sweet.
    I wanted to be hit with the briny taste of fish sauce. It just wasn't the taste I was exactly craving.

    However, the shrimp spring rolls really fell below my expectations. I should have read the description more closely. It came well wrapped with rice noodles, iceberg lettuce, mint, cilantro, and shrimp. I was expecting Thai basils, rather the mint. The shrimp was also slightly dry and halved rather than whole.

    The service was super friendly, attentive, and casual. Please turn on the T.V. audio instead of the radio.

    I was staying at the hotel next door and wanted a quick takeout...I was not disappointed. I had the Filet Mignon and it was delicious. It was fast I didn't even have time to finish a diet coke.     My boyfriend brought me to Pho Leo today as penance for waking up cranky and taking it out on me. It was 2pm on a Saturday and there was only one other party there. Service was fast and friendly, full of suggestions and tips. We ordered chicken eggrolls to share, oxtail pho with rare beef for me and Leo's special #1 with an added egg for him. We also tried thai tea for the first time.

    Boyfriend's egg was so fluffy and delicate and unlike other pho joints the egg was still runny and all the meat was perfectly seasoned. The shrimp was cooked to perfection! He literally did a happy dance as he ate his food. My pho had sooooo much meat! Two pieces of oxtail and easily 8 slices of rare beef! The broth was delicious! The eggrolls were crispy and yummy. I wasn't a big fan of the tea but not likely due to execution.

    Hailing from San Diego, I love me some pho while he tolerates it. Something tells me there will be more pho in my future! He's already thinking of reasons we must return. We will certainly become regulars!

    Loved their shrimp vermicelli! Their prices are decent and their portions are large, the only thing I'd complain about was the slow service! We came on a Monday night and we were the only table and it still took a while to get served. Otherwise, it's a big location that's probably great for big groups, and I have no complaints about the food!

    Some of the best pho broth around. The ox tail and meatballs are my go to. Their clay pot dish also impressed. Service has usually been good and the food has been pretty consistent. I've had a lot of their dishes and the only one I wouldn't recommend is the beef stew. I felt it was pretty bland when considering their other dishes, and the meat was too fatty for me to enjoy it. The spring rolls and coconut shrimp do not disappoint either.

    LOVE THIS PLACE! Only place I will go to for pho noodle bowls and egg noodles. The pictures of the food served here is an accurate representation of the food. I have tried other vietnamese restaurants but this one is by far the freshest and the best. When you come here, you will not leave hungry.

    Pretty unassuming on the outside but it's a nice place. I went before noon, the service was fast and the server checked in with me. I ordered the #19 pho and it was great. The broth was both rich and refreshing and spiced with something like cardamom which was new to me but tasted good. Lots of meat, noodles and served with the usual sprouts, basil etc.

    I have gone here 3 times so far to get veggie pho and had to say all three times their beef broth was completely tasteless. They did give a huge portion of veggies and noodles which was awesome but too bad their broth was bland. Their egg rolls though were some of the best ive ever had !     Walking into this place on a Saturday night and seeing it was empty made me a little hesitant. But I was craving some pho and been wanting to try a different place than our usual.
    We ordered pork and shrimp spring rolls and fried egg rolls to start. Being raised by a viet mother you realize how many different variations of tastes everyone makes their egg rolls and pho. This place actually reminded me of my moms cooking. The spring rolls were freshly rolled to order. Soft and not dry like when places premake them. The dipping sauce had the balance of hoisin and peanut sauce my moms does. Then the egg rolls came out super hot and full of filling! Not veggies but meat! Right away just with the smell I know it was going to be good. Again. Reminded me of my moms flavors. So many times I get the egg rolls at other viet restaurants and it's bland. These had seasoning and flavor.
    Last but not least pho tai with meatballs for me and extra beef! They loaded up so much beef I was happy happy! Typically you ask for extra beef and they give you four small slices. I was able to enjoy some beef in every bite. Noodles weren't mushy. And overall very good pho! I am glad we found this spot and will go back.
    Service was a little slow but it was prob family owned. The guy that served us was entertaining and nice. When we left there were at least six other tables that filled up.

    Wow! The service was attentive and interested in having us love our meal and returning. The broth of our PHO was marvelous. Veggie were fresh. The outside of the restaurant left something to be desired. Once we got inside and took the first bite of our soup we were convinced this is some of the best PHO in the city.

    First things first, this place is a gem! I wasn't sure what I was going to order on arrival but after I sat down I decided on the shrimp spring rolls, hot tea; and I didn't even know they offered until I looked at the back of the menu, chicken Pad Thai. My spring rolls were freshly prepared and served with delicious peanut sauce. The spring rolls were quite delicious. The Pad Thai is plentiful and delicious as well. They offer quite a selection of Pho. I will save that experience for another time, as I am certain I will return. I can see no reason why this place should not be filled to capacity, as their food and service is excellent.

    So it took me a while to finally eat at this place 2 doors down from me but man! I'm so glad I did.. I had the vegetarian Pho... I was not disappointed it was over the top fresh and fabulous. I would have shown you my tofu spring rolls ... but I ate them so fast it was not in the cards. My boyfriend ordered the seafood fried rice and had the same problem.. eating this stuff.. geez @ least we got a picture of my best part of the meal the pho.. it was piping hot! I always order the grilled pork spring rolls with peanut sauce, one Pho Ga (with chicken breast), and one Pho An (with raw steak slices). Everything is packaged separately for delivery so it is very easy to put your meal together at home. The broth is in large to go cups and double wrapped in plastic bags to avoid any mess, pho toppings are portioned in small bags so that we may add them to our soup to our liking, and noodles and protein are packed in a regular to go box. This is my husband and I's go to when cooking dinner can't happen. We always have our order within 45 minutes!

    Okay. I've been a full on pho snob since the first day I've had it. I've tried different places but always went back to my normal place, pho tahnh in central Phoenix. I've said that to say this; pho leo is now my go to place for pho. It's easy to miss amidst all the construction on main, but don't pass this cute and cozy place. The staff is friendly, attentive prompt and welcoming. Thai tea is the perfect amount of sweet and creamy. I also had the coconut shrimp, which tasted a bit on the oily side....you know that fryer taste. But still, great. Next I ordered the pho with "tender well done brisket". Holy hell. It was tender. And it was delicious. I'm almost positive the noodles are homemade but I'm no expert, I'm just picky. The broth. Ohh, the broth. Phenomenal. Out of this world. The right amount of savory, salty, and ever so comforting. All in all, my bill was $19.xx fairly priced for what you get. Just go to pho Leo. You won't regret it.

    Being from California, our standards are pretty high for good traditional delicious Vietnamese cuisine. We've tried many places and some were better than others but nothing truly blew us away until Pho Leo!!!! Pho Leo is fantastic. The staff is incredible, very helpful and kind. The restaurant is spotless and spacious. The food is to die for! Finally I have a new go to pho place in Arizona! I'd give more than 5 stars if it would let me :) we will be back for sure!!!!!!!

    Everything I've ordered from them has been delicious and fresh and consistently VERY good. The problem has never been with the food itself.

    The only 2 times I've had a problem was the one white lady who works there as a waitress doesn't know what fish sauce is and did included with my meal so I had to run back to get it and one other time she just smashed it in a bag so it spilled all over everything. I overheard her telling a customer she has no idea what fish sauces is or what it even tastes like.

    My family and I went here on a Thursday night at 8:30pm (they close at 9). The server was extremely friendly and nice, we were seated right away and he brought us our drinks first and then came back to take our order (he took his time and was very patient with us). We ordered pho and shrimp rolls.

    I had the pho with steak and tripe. When it came out, you can tell that they really do take their time with the broth. It was sooo good! The shrimp rolls were alright but I was glad we tried their pho. They also have daily specials so come check this place out! The price isn't bad either for the portion they give you! I will definitely be back! I want to try the oxtail next time(:

    I’m addicted to Pho ? I’ve tried maybe 6 to 7 other places and Pho Leo is the only place I go to. You can’t really mess up with Pho but the difference maker for me is that the portions of the meat are way superior here. I do the beef rare steak and get almost double what I get anywhere else.     Stopped by for some carry out Pho tonight. Very nice portions, properly packaged so that I could add the noodles, veggies and beef to the broth at home. Basically, they care about the experience even in a take out scenario. Excellent flavors, very well balanced and the aromatics were perfectly complimenting. I had my doubts about this place when ordering but it was a craving, 5 minutes before close time, and the closest place I could find that I could get some Pho.     They have good charbroiled pork spring rolls and the atmosphere is nice.
    But the bun bo hue is a little disappointed to me because its flavor is not tasty as I expected and I'm sorry to say but the broth a little bland. I was also a little sad because I didn't get my veggies with my soup. But I want to try more food from the menu and I hope I will have a better experience here.

    Found this place by accident. I did a yelp review and saw it had good reviews. I made my way in and the staff was polite friendly and helpful. I used pictures of what others had took on yelp to help decide my meal.

    My roommates and I love this place. However my "love" is somehow sarcastic. It is true that the prices here are cheap. However, the soup is very salty. Asians don't eat that level of saltiness because we're heathy. I often order to-go. Because with to-go, if I buy two bowls of Pho, I can get 4 bowls out of it with extra noodles and water to add to the soup, making it less salty.
    My roommates, who aren't Asians, think this level of savory is the right level. I haven't been back for a few months already so I don't know how the savory changes. Nonetheless, because it is cheap. I'm giving it 5 stars. I can't say anything about the customer service as I always ordered to-go.

    We arrived at around 3pm and a young lady attended us. She was very friendly and helpful. The recommended the Pho Leo Special #1 which is a huge bowl (enough for 2) of lettuce and beans sprouts topped with warm rice noodles topped with 3 grilled shrimp, 2 pork patties, a smattering of sliced grilled pork and a cut-up egg roll (cha gio), which was a terrific sampling of the popular items served over rice noodles. Garnished with mint and cilantro, the cha gio is, for me, the standard bearer of a Vietnamese restaurant. It was delicate and delicious packed full of a tasty pork/veggie mixture, and the wrapper was nice and crunchy. I loved it that the cha gio was served right away, as it was still hot! Lastly, we had the french-style filet mignon with a Vietnamese sauce called Luc Lac, the best tasting sauce ever on filet mignon. You cannot go wrong with this new restaurant, especially as they are having a half-off special for a limited time.

We started with coconut shrimp on recommendation of party exiting while we were entering: 3 very large fresh shrimp per order, really mouth watering good. JT had Beef Pho, meat and veg very good but the broth lacked flavor. I had Leo special #2, a lot of meat, more shrimp, sticky rice and salad. We were stuffed. All items were half off, so we ate like kings and queens for $13.00.

    We decided to try Pho Leo for dinner a couple months ago because we got a money mailer coupon. We are so glad that we did! The servers were very helpful in answering our questions and even brought us a couple different sauces to try with our food. The food came out nice and quick and was steaming hot when we got it.     This is a great find in Mesa. Coming from California, we have been looking for some good authentic Vietnamese food! I think we found it! All of the food was great, the place was clean, staff was friendly! My onnnnnly critique would be to leave the soy sauce at the tables and not serve it in teeny dishes. :) also, the Thai Tea was INSANE. Not too sweet, not too thick. Absolutely perfect!     As others have said, the service was really slow - even though our party of 6 were (almost) the only one's in there - but the food was outstanding. Server was very kind. Spring rolls were fresh, I wasn't a huge fan of the peanut sauce they served with it as I've had better at other places but it was adequate.

    I had samples of everything that was ordered: Fried Rice, Stir Fried Noodles and Pad Thai - all were very good. However, I ordered the Pho with meatball which I don't think I would order again - the meatball was VERY chewy (rubbery) and the broth had a hint of flavoring that I couldn't quite get into - the tamarind maybe?

    I'll be back as the overall experience was good.

    Very authentic. Pho was the best I've had. I ordered coconut shrimp appetizer, and the trio appetizer, and a small pho with chicken. The coconut shrimp was not all that, it seemed over cooked. But the pho more than made up for it. The trio had two different kind of eggs rolls both were delightful. I called in the order to pick up on my way home, I had to wait about 10 minutes, no big deal. I tried to order a beer while I was waiting but the guys on the other aside of the bar didn't understand English. I guess they just have one super women girl works there that does everything, including all the English talking. She was waiting on the customers in the dining room restaurant and she also helped me, but she wasn't around when I wanted to order the beer while I was waiting, no big deal to me but they could have made more money if they were able to understand coors light.

    Most of all, I have ordered two different dishes there and both have been great! The food is fresh and flavored perfectly! The vegetables in my dishes were cooked perfectly and so fresh!

    Went here today after seeing fellow Yelper reviews and they were spot on. Apparently a server called out sick so the service was excruciatingly slow, but when we did get service the chicken wings were excellent. I also had the spicy beef soup which was a huge bowl of soup. Had to get the short noodle version of the soup which wasn't a problem for me. We also had Thai Tea which also was excellent. The special of 50% off was still going on when we went there. Finally we had the combo meat chicken seafood noodle plate which was also delicious. I would come back with the 50% offer but not sure if I would come back if I had to pay full price due to service.

    This place is legit. I've been to high end pho places (golden deli in the 626) and this restaurant compares nicely. Very welcoming staff and food was on point. I ordered the pho with brisket and had 12-14 pieces in my bowl. Egg rolls were crispy, fresh, and filled throughout. There's a little construction outside the restaurant but was well worth going through it.

    I have been here a few times now and have only one complaint, very slow service. I order to go and give it a good 45 minutes before I pick it up. I have tried the egg rolls-good, the spicy beef noodle soup-full of flavor very good, the French style beef stew- also very flavor full, and my favorite is the lemon grass chicken-excellent. I'm not an expert in Vietnamese food but everything I've tried at this restaurant is aromantic and full of flavor I will be back again and again.

    I've ordered rare steak and brisket Pho with large size. Both broth, noddle and side stuffs taste excellent and authentic, I love it! Steak and brisket surprisingly large portion, taste good but when I come again I have to order rare steak in raw, not their fault.
    And finally, the price is so cheap, the large portion get me really full which originally cost less then 10, and now they are still in promotion add extra 25% off before tax, unbeatable!

    My husband and I came here on a whim. We have always loved pho. We have a few favorite spots in Phoenix metro and we are totally adding this place to it. My husband had the combination pho and the smell of the broth was so intoxicating I had to try it. The flavor was so robust and loaded with traditional flavors that we love.     The food at Pho Leo is 'pho'nomenal. We ordered egg rolls and spring rolls. The egg rolls are the best egg rolls I've had since moving to the mainland.     This place is off the hook! Being from Washington state with a pho place on every corner, I got spoiled. Pho here can be hard to find and great Pho even harder. Stumbled upon this place today on my way from AJ to K&K Pepper Springs next to the Hambone (best salsa ever by the way). Today they're having a grand opening so my was only $4.30 with tax.     I eat Vietnamese food at least once a week and have tried most places in the Phoenix area. I'm pretty picky about my Pho.

    So far This review is only based on ordering the egg rolls and Pho Tai.

    The food was worth a 5 star rating. Great broth, super fresh ingredients and a ton of meat.

    I had to reduce my rating by 1 star because the service was very slow given we were the only table eating and it was lunchtime.

    I will certainly be back for the Pho and look forward to trying their vermicelli pork dishes.

    This is the closest Pho place to our house so we had to stop by and give it a try and we are extremely glad that we did. We ordered the Pho Leo Trio which came with spring rolls, egg rolls and coconut shrimp. Everything tastes so fresh and the shrimp looked like it had actual coconut flakes, no imitation here. Another appetizer ordered were the tamarind wings, good flavor but I expected more heat. Now to the Pho, wow. The Pho was very flavorful and the meat was delicious. To me Pho comes down to the broth and this place does it right. The only reason for my 4 stars was because it was a little warm in there and the bathrooms were not up to par. Food 5 stars though

    I've been patiently waiting for this restaurant to open after seeing a sign outside blowing softly in the wind. Situated in a quaint strip mall in Mesa, Pho Leo is a hidden gem of a restaurant. I was pleasantly surprised at how tastefully and soothing the indoor space is decorated.

    Warm earth tones, ample room between tables, and several large booths along the main wall for those who want to squeeze in together as a group. Also, a bar area for those who prefer to be closer to the liquor.

    Service was excellent and the food was packed with flavor and portions were well worth the price! I even took home an order of beef stew with egg noodles for my mother. I want to return and try everything on their menu. Highly recommend this place!

    Cutting to the chase. This is hands down my new favorite Vietnamese restaurant in the valley. Our first order was take out on a Saturday evening. Was ready on time in 20 minutes. I had a large seafood pho, wife had a BBQ pork with rice combo and we shared the charbroiled pork spring rolls. Literally, without exaggeration it was all FANTASTIC. The pho broth was exceptional, best I've had. My calamari were a bit chewy at first but after marinating a few minutes this was gone. Wife wouldn't stop talking about her dish and the spring rolls as well and I agreed 100%. Love a fresh spring rolls, they did not disappoint.

    The icing on the cake? Getting the bill and being surprised by a 50% off promotion for the opening! Even at regular price, the amount and quality of food is more than worth it. Will be back without a doubt.

    As word spreads on this one, business should be booming.

    My visit here was my first time trying Pho. The restaurant was clean and the staff very friendly. My wife, son, and I each had a regular bowl of Pho. The portion was huge!     I finally remembered that this place was open, as I live right down the street, and I am SO glad I did. It was my first time. I went in during lunch and ordered my food to go. I ordered the regular size pho with brisket and steak and an order of the shrimp and pork spring rolls. I haven't had great pho since I lived in Virginia. The broth was delicious, meat tender, and the peanut sauce for the spring rolls was so good!! I'm glad I didn't get the large because I have a full portion left over that I'm very much looking forward to eating later.     Very delicious. I'm from California (which has the best Asian Restaurants) and just moved to Arizona months ago, and I have been trying to find a good Asian Restaurant... And Pho Leo hit the spot! I would definitely recommend to many people and when my fianc and I went all the food was 50% off! So we spent only $18 for Pho, stir fry chicken with rice, and chicken wings! All were fantastic!

    My husband brought me home some chicken pho because I wasn't feeling very well and oh my it was delicious! Not to mention, I was craving more chicken Pho the next day and when I called to place an order to pick it up, I realized my husband took my vehicle to take our oldest daughter out for a father/daughter date to the movies.     Wanted to try a new place for Pho Thai and found this on yelp. Ordered the Pho Thai, Spring Rolls and a strawberry banana shake. The food is good but the service is lacking. Has to ask 2x for drinks to be refilled and also request our check. Very quiet place, not many customers. The food is good just not sure how long they will be around.
    They are currently providing a 50% discount on all food items. I asked if this was a Friday special the response was no we are doing this for the next 2weeks. Thought it was a little weird? May go back just for the value!

    Located in a non-descript strip mall, this restaurant is a surprise. The service is friendly and fast and has a charm that made me feel at home. We ordered the dumplings which were fried perfectly. The pho was excellent. They have a covered outside seating that we chose to dine in and the owners were thoughtful enough to bring us a heater.     We were in the neighborhood and stopped by for lunch. Pretty awesome food. Our group had oxtail pho, bun bo hue, and short rib special. Everybody enjoyed the food.     Worth the wait folks. We stopped by after 8pm on a Sat. and immediately became entranced by the scents wafting around the restaurant.

    We understood that the service may be a bit slow from some past reviews but we were patient, hungry but patient.
    Our server was a sweet gentleman who was very excited to seat us.

    I ordered the Pho #16, which was a lean steak, and my lady ordered the Pho #17 with brisket.

    When our food came we practically jumped into the bowls.

    The broth was so perfectly flavored, we added the bean sprouts, basil leaves, and lime, as well as some sriracha for a bit of heat.

    It didn't take long to get to the bottom of our huge bowls, the servings were outstanding.

    Check this place out, bring you appetite but also bring your manners, I'd hate to see a great place like this filled with rude impatient customers that do not appreciate the energy and dedication that each dish has represented.

    This place might not look like much on the outside, but they have the most delicious pho, which is all that really matters to me! The interior is well-decorated, clean, and well-lit. We ordered takeout, and it was ready in about ten minutes. All the toppings were packaged separately, so we were able to assemble everything at home while it was still nice and fresh.

    The broth had the most fragrant smell and was absolutely delicious. I ordered the beef, and my husband ordered the shrimp. We each had enough for two huge bowls with just the regular-sized portion. We will definitely be back!

    I get the rare beef Pho any time of the year and it's really good. I had a semi-bad experience once but that was it. I'll chalk it up as a bad day.
    The girl steeps the Thai tea as it's ordered and I just love that. Doesn't come from a big premade jug of randomness. I imagine come winter this place will be packed. Spring rolls and peanut sauce are a good inexpensive appetizer too.

    I travel the Valley all the time for business and I specifically look for Pho. I ran across as this place and was very impressed. Quality was good, portions were huge, selection was great. They even explain how Pho is made and the work that goes into it. Very impressive and as soon as the State gets done screwing up Main St, it will be easer to get to but they are well worth the trip.

    This place is very good! I got takeout and they provided everything I needed in the bag! I got the pho ga and it was delicious. Overall this place is amazing and I'm surprised there were only a few people inside when I went on a cold Saturday night.     My friend introduced me to this place and I am so happy he did.
    The outside threw me off, it doesn't look great on the outside but it's awesome on the inside where it matters.
    I have had the oxtail pho and the bun bo hue and were both great flavor.
    The bun bo hue is definitely spicier than most would like it. I think the spice is perfect, but that of course is a personal preference.
    The thing that gets me is there is more meat than other places I go to and that will keep me coming back.

    Living in the East Valley, it's hard to make the trip out to Pho Thanh whenever you're craving Pho, but Pho Leo might be the best Pho out in the East Valley!

    The restaurant can be easy to miss with all the construction going on on Main Street right now, but once you're in there, the atmosphere is very mellow. The lights are dim, there is plenty of space in this restaurant, hard to tell from the outside.

    The food here was great! We ordered the #15 which was pho with meatball, tripe, tendon, rare brisket. It was delicious, they definitely are not skimpy on the meat by the way. We also ordered an appetizer, we got the tamarind wings which were delicious!

    Great little hole in the wall.
    I've been meaning to stop by for a long time since I live in the neighborhood but I haven't really been in the pho mood.
    Stopped by tonight and it was awesome.
    We got the combo fried rice (#37), combo pho (#15), and rare beef pho (#16).
    The tendon and meatballs in my combo pho were just prefect and tender. The broth has great flavor, not bland and not overpowering. They have small, regular, and large size pho so you don't have to get more soup than you need and the bowl is packed full of meat and noodles, not just a bunch of broth and tiny amount of ingredients.

    Next time I'm getting the French beef stew for sure.

    Don't be put off by the construction because of that stupid light rail, you NEED to come here!

    We've enjoyed the pho, the spring rolls, crab puffs, tamarind chicken wings, pho leo trio, charboiled pork spring rolls, coconut shrimps, a handful if fried rice, thai teas, and Arnold palmer. All of them were tasty, and enjoyable. We've received warm and friendly service consistently.

    This is the best place to get pho in the valley, so delicious and the broth is amazing. The meat is good quality and the appetizers are delicious. Great price for such quantity and quality.

    One of my favorite pho restaurants in the east valley.

    For starters, I always get the pho Leo trio as an appetizer and share it with my boyfriend. It comes with 2 coconuts shrimps, 2 spring rolls, and 2 egg rolls. One of the best coconut shrimps I've ever had!

    I also get the Leo special #1. Which is a bowl of vermicelli noodles with charbroiled pork, grilled pork, grilled shrimp, and egg rolls. Comes with peanuts too. It adds a wonderful taste. The pork is cooked well and the egg rolls are crispy.

    Note: they also have a bar. And the Thai tea comes with whip cream. It is delicious.

    So good! First time coming here and we loved the food and the staff. The food is the real deal, genuine and delicious! Going to be my new got to place when I want Pho and some great Vietnamese cuisine. The owners and staff were so delightful and accommodating. Highly recommend this place.

    Pho Leo serves up some delicious pho! The location is in an older strip mall next to a pawn shop and is a huge space.

    The menu has a good variety of noodle soup, rice dishes and spring rolls. I also liked how they had daily specials printed on the front (Today's special was oxtail pho). I deliberated between a vegetable pho or bun bo hue. Veggies or beef? My meaty tendencies won out and I went with the bun bo hue.

    Our meals came out in a short amount of time. My bowl looked amazing! It was filled with a lot of brisket beef, tendon and flank steak and had copious amounts of green onion and thinly sliced red onion. The soup was hearty and full flavored. Even the tendon had a lot of infused beef flavor in it. The broth was very spicy too. My nose started running and I was nearing tears trying to drink all the broth. Hurts so good!

    Service was friendly and water was filled as needed. It did take some time for our server to come over and process our credit cards once he delivered our check though. I had also requested my soup as a regular size but I actually got a large size and didn't realize it until I was already a good portion into my meal.

    There was so much on the menu I still want to try so I'll be back!

    P.S. Right now the roads in this area on Main St are under a lot of construction so drive with caution!

    Located in the Gilbert / Mesa area.
    Construction on the street is still ongoing.

    Big parking lot, plenty of space for parking.
    Outside looks more like a hole in the wall.
    But the inside is super spacious and looks like it used to be a bar and grill restaurant.

    Clean environment with dim lighting.
    Maybe three to four workers for the whole place.

    When you walk in, make sure that they see you are in so they can come and assist you. Otherwise if they are in the back, they won't see you.

    Food
    I got the spring roll and pho Tai
    Spring roll is $3.95
    Pho was $9.75 for large

    Plentiful amount of noodle. They are not Cutting back with it in the large bowl. I like the thin sliced beef that they have over here. The beef is actually a pretty good quality. The thin sliced makes it even better, as opposed to other places that has the thick and lower quality beef that gets chewy overtime in the broth.

    The broth self is also decent, lots of red onions that bring out the sweetness to it. Again, you don't get the medicine bag broth over here. At least it doesn't taste like it.
    The broth hits the spot on a cold day and also especially when you are sick.

    Comes with the regular side of bean sprout, jalapeno, and lime.

    Overall decent pho for the right reasonable price.

    As for the spring roll, it's about average to other places. Nothing spectacular. Comes with two pieces cut into four bites with a side of the peanut sauce. Peanut sauce was done right. Inside the spring roll has the shrimp pork lettuce cilantro and maybe mint.

    Service was pretty quick after they see that you are a new customer. The waitress was really friendly and attentive.

    Restroom was clean as well. They do have a shower curtain that separates the urinal from the toilet. Interesting but whatever works.

    This place will probably be my go-to pho place for now. As it's really close to Gilbert.

    Don't let the outside fool you folks! The food here is delicious. Ok do for the breakdown....

    Decore: meh.. (most Asian restaurants though fall into this category) I go for the food, not ambiance
    Service: Excellent
    Food: tasty! I actually have not had the pho. Every time I come I always end up with the Bun bo hue soup. The spicy ness of the soup is perfect, so flavorful and the amount of protein seems endless! I have also had the spring rolls, good and the veggies are fresh.

    Someday I will move past the Bun bo hue and try the pho, which I assume will be equally as tasty. Give this place a go!

    Hubby and I wanted some comfort food.
    We stayed next door at a 'not to be named' motel and were pleasantly surprised by this restaurant.
    The service cannot compared with ANY we have experienced for many, many years.
    At present, the whole street is under construction; many other businesses have appeared to closed down because of construction, but Pho Leo has survived (and will continue to do so) just because of the deliciousness/goodness of the food and the warmness of the staff.
    We started with the chicken dumplings (which were fantastic) followed with the Pho Tai Chin(hubby) and Pho Chua Cay(me).
    O.M.G. Beyond awesome.
    This is everything we were hoping for, and beyond.
    Don't let the the construction scare you off from this great restaurant.

    My wife and I were looking for some Vietnamese soup or Pho. We wanted take out, when we saw how highly rated Pho Leo is and decided to give it a try! Great move on our part!

    Pho Leo is very very good! We ordered fried rice with chicken Pho and crab puffs. It's a great meal! The way they prepared it was very easy for us to assemble fresh at home. We will be back! The owners were so nice and really prepared a nice meal for us. Thank you so very much!

    I found this place when having a random craving for pho and have never gone anywhere else since. The cutest gentleman, Tony, is warm and welcoming and more than happy to let you hole up with your book for a few hours and just relax, keeping your glass full. The food is amazing and flavorful and if you need a pick-me-up, get the Vietnamese coffee. Made with condensed milk and an aromatic coffee.

    This is right across the street from my house. I love this place and you can tell how much hard work they put in to it. This is the best Pho I have had in the valley and I have been to many many places. They don't go light on the noodles or meat and their broth is amazing. Family oriented customer service and quiet restaurant. I hope this place sticks around for a long time!

    Great restaurant, I highly recommend it if you want good Vietnamese food. It was very clean inside and the staff was nice. I went there in afternoon and I'm surprised there wasn't more people here. There is a bar here too. The Pho broth was amazing and probably the best I've had. I'll be going back.
